To uplift the quality of life of the Silaynons by providing the necessary tools, services and facilities to enhance their skills, and God-given talents for the opportunity to earn decent living for their family and community and ultimately to gain access to quality, sustainable and resilient infrastructure and environment through a responsive and accountable leadership.
